Swansea additional HMO licensing applies to all HMOs in Castle, Uplands, Waterfront and St Thomas electoral wards, including smaller HMOs outside mandatory licensing.
New applications or late renewals from 1 April 2025 start at £1,072 for a 3-occupier HMO if paid in a single discounted upfront payment, or £594 Part 1 and £548 Part 2 if paid separately. The fee rises by £80 per additional occupier.
Properties exempt from this scheme
- Buildings managed by a local council, housing association, police, fire or health authority are exempt from HMO legislation.
- Registered care homes are exempt from HMO legislation.
- Halls of residence that are managed by the university are exempt from HMO legislation.
- Buildings occupied by religious communities are exempt from HMO legislation.
- Predominantly owner-occupied buildings, including resident landlords where the owner-occupier occupies the building or flat with no more than two lodgers, are exempt from HMO legislation.
- Buildings occupied by only two persons who do not form a single household are exempt from HMO legislation.
Discounts the council offers
- Discounted upfront fee applies if the licence fee is paid in full when applying.
- Discounted early renewal fee applies where the licence holder renews within two months before expiry.
