Brighton and Hove selective licensing applies in Kemp Town, Moulsecoomb and Bevendean, Queens Park, and Whitehawk and Marina wards from 2 September 2024 to 1 September 2029.
The scheme covers 4 named wards. Two streets on either side of a ward boundary can end up with different answers, so checking the ward of the property matters more than the postcode.
Standard fee is £740. The licence fee is payable in two parts: Part A at application and Part B within 10 working days after approval. Late applications are £840.
Properties exempt from this scheme
- Mandatory HMOs are excluded from the selective licensing designation.
- HMOs covered by Brighton and Hove's Citywide Additional HMO Licensing Scheme are excluded from the selective licensing designation.
- Tenancies or licences granted by a Registered Social Landlord are excluded from the selective licensing designation.
- Houses subject to an Interim or Final Management Order under Part 4 of the Housing Act 2004 are excluded.
- Houses subject to a temporary exemption under Section 86 of the Housing Act 2004 are excluded.
- Specified exempt tenancies or licences under Section 79(4)(a) of the Housing Act 2004 are excluded.
Discounts the council offers
- £75 discount for accredited landlords or agents with Propertymark membership.
- £75 discount where the property has an EPC rating of C or above, or reaches its potential rating where only D or E is achievable.
- £75 discount where the owner or landlord is a charity registered with the Charity Commission.
- A double discount may be available where more than one discount criterion is met, up to a maximum discount of £150.
- For residential blocks under selective licensing, a £50 discount applies from the second flat onwards and a further single £75 discount may be available.
A landlord who qualifies for the strongest energy and accreditation discounts on this scheme pays around £590 instead of the headline £740 fee, a saving of £150.
