Luton additional HMO licensing applies borough-wide to small HMOs occupied by three or four people forming two or more households.
Early bird applications until 31 August 2026 cost £150, paid in two parts: £122 Part A and £28 Part B. The council says the full fee applies after that date and may be revised.
Properties exempt from this scheme
- Buildings that are not HMOs for the purpose of the Housing Act 2004 are excluded.
- HMOs subject to an interim or final management order under Part 4 of the Housing Act 2004 are excluded.
- HMOs subject to a temporary exemption under section 62 of the Housing Act 2004 are excluded.
- HMOs required to be licensed under mandatory HMO licensing are excluded.
Discounts the council offers
- No discount can be applied during the early bird period.
- After the early bird period, one discount per application may apply for accredited landlords.
- After the early bird period, one discount per application may apply where an EPC shows Band C or above.
