Barking and Dagenham selective licensing applies in three ward-based designation areas from 6 April 2025 to 5 April 2030.
The scheme covers 19 named wards. Two streets on either side of a ward boundary can end up with different answers, so checking the ward of the property matters more than the postcode.
Paid in two parts: £650 on application (Part A) and £300 on grant (Part B).
Properties exempt from this scheme
- HMOs that require mandatory HMO licensing or additional HMO licensing are exempt from selective licensing.
- Properties let by a local authority or registered provider are exempt.
- Properties already under a management order or empty dwelling management order are exempt.
- Owner-occupiers are exempt.
- Holiday lets, long leases and business tenancies are exempt.
- HMOs managed by a registered charity are exempt.
- Buildings primarily used by a religious community are exempt.
- Student accommodation managed by educational institutions is exempt.
- Homes with up to two lodgers are exempt.
- Temporary exemption notices may exempt a property for 3 months where the council grants one.
Discounts the council offers
- Silver compliance award: £200 discount on the Part B fee where the property receives a satisfactory compliance audit inspection.
- Gold compliance award: £250 discount on the Part B fee where the landlord is accredited and the property receives a satisfactory compliance audit inspection.
A landlord who qualifies for the strongest energy and accreditation discounts on this scheme pays around £700 instead of the headline £950 fee, a saving of £250.
